Elena Besussi explores the concept of public landownership in a political economy perspective and discusses how the local state embeds land into the management of its contradictory role between the production of social value and the extraction of financial value from the city. The talk looks at the detailed history of one municipality’s approach to public property in the context of its wider financial strategy to address how value is defined, constructed and extracted.
